Åland has 25,200 inhabitants. The area is 1525 km2, comprising 6500 islands and skerries, roughly half of the area of Gotland. Åland consists of 16 municipalities. Mariehamn is the capital, with just over 10,000 inhabitants. Åland is a province of Finland with far-reaching self-government since 1921.

2004 new measures for cooperation between the Nordic twin cities were taken. The agreement covers the following areas and target groups:

- Politicians meetings for legitimacy and continuality
- Direction meetings for structure and cause
- Youth exchanges
- Projects and partnerships
- Infrastructure measures
